VATICAN - Le VI° Congrès Mondial de la Pastorale pour les Migrants et les Réfugiés: “Une réponse pastorale au phénomène migratoire à l’ère de la globalisation »

Rome (Agence Fides) – Le VI° Congrès Mondial de la Pastorale pour les Migrants et les Réfugiés se tiendra au Vatican du 9 au 12 novembre, sur le thème suivant : « Une réponse pastorale au phénomène migratoire à l’ère de la globalisation. Cinq ans après l’Instruction ‘Erga Migrantes Caritas Christi’ ».

Y prendront part les Délégués des Commission Episcopales pour les Déplacements Humains des cinq Continents ; les Représentants du Conseil des Conférences Episcopales d’Europe (CCEE), et du Conseil Episcopal Latino-américain (CELAM) ; les Membres des Congrégations et Instituts Religieux, des Associations et des Mouvements Ecclésiaux qui travaillent auprès des migrants et des réfugiés ; les Frères d’autres Eglises et Communautés ecclésiales ; des Représentants des Organisations Internationales et des Organisations Catholiques Internationales ; des Experts, des Membres et des Consulteurs du Conseil Pontifical pour les Migrants et les Personnes en Déplacement, qui organise et coordonne le Congrès.

« La globalisation a permis de parvenir à des buts extraordinaires dans chaque domaine ; mais on ne peut cacher des résultats insatisfaisants », a déclaré S.Exc. Mgr Antonio Maria Vegliò, Président du Conseil pour les Migrants et les Personnes en Déplacement, dans sa présentation du Congrès aux journalistes. « La globalisation a créé un nouveau marché du travail, et, en conséquence, a poussé de nombreuses personnes à émigrer, y compris pour fuir la pauvreté, la misère, les catastrophes naturelles, et les conflits locaux et internationaux, mais aussi les persécutions à caractère politique et religieux. Elle a ouvert les marchés à l’intervention internationale, mais elle n’a pas abattu les murs des frontières nationales pour une libre circulation des personnes, tout en maintenant le respect de la souveraineté des Etats et de leurs Chartes Constitutionnelles, avec la sauvegarde de la légalité et de sécurité ».

Mgr Vegliò a souligné le risque suivant: « Que le débat tout entier sur la globalisation ne soit considéré exclusivement en référence à la sphère économique et financière », alors que, pour les chrétiens, « le problème consiste à voir comment promouvoir et protéger chaque personne humaine, en accordant une préférence aux personnes les plus vulnérables, comme le sont précisément, entre autres, les migrants et les réfugiés ». Pour cela, « l’Eglise est proche des migrants, et spécialement des victimes du trafic des êtres humains, des réfugiés, de ceux qui demandent asile, et des personnes qui souffrent des drames du déplacement. Elle est appelée à défendre leur cause dans les différents contextes, en collaborant aussi à promouvoir des règles adéquates, au plan local et international, qui puissent aider à une bonne intégration ».

L’Archevêque Mgr Agostino Marchetto, Secrétaire du Conseil Pontifical de la Pastorale pour les Migrants et les Personnes en Déplacement, a présenté aux journalistes le programme du Congrès.

Il s’ouvrira le 9 novembre dans la Basilique Saint-Pierre, avec une Messe concélébrée, présidée par le Cardinal Tarcisio Bertone. Ensuite, au Siège du Congrès, se tiendra la Session d’Ouverture ; puis ce sera l’audience avec le Saint-Père. L’après-midi du 9 novembre sera consacrée aux « Mouvements de Populations », comme cause et comme effet de la globalisation. Le mardi 10 novembre, la matinée sera consacrée à la pastorale des jeunes chez les migrants et les réfugiés, et à la coopération entre les Eglises d’origine et d’arrivée de ces gens. L’après-midi du mardi 10° novembre et la matinée du mercredi 11 novembre seront consacrées à la coopération œcuménique et interreligieuse dans la situation actuelle en rapportant l’expérience des Mouvements ecclésiaux, mais aussi à la coopération entre les Institutions ecclésiales et civiles. Le mercredi 11 novembre, se tiendra une « table ronde » sur le thème suivant : « Le soin pastoral auprès des migrants et des réfugiés, en prison, et dans les camps de détention ». Le jeudi 12 novembre, le Congrès se terminera par la proposition du Texte du Document Final, selon les trois parties traditionnelles : événement, conclusions, recommandations. (S.L.)

VATICAN - 6th World Congress for the Pastoral Care of Migrants and Refugees: “A pastoral response to the phenomenon of migration in the era of globalization.”

Vatican City (Agenzia Fides) – November 9-12, the Vatican will be hosting the 6th World Congress for the Pastoral Care of Migrants and Refugees on the theme: “A pastoral response to the phenomenon of migration in the era of globalization. Five years after the Instruction 'Erga Migrantes Caritas Christi.'” The Congress will be attended by Delegates of the Episcopal Commissions for Human Mobility from every continent, representatives of the European Council of Bishops' Conferences (CCEE) and the Latin-American Bishops' Council (CELAM), members of the Congregations and Religious Institutes, Associations and Ecclesial Movements that work with migrants and refugees, members of other Churches, representatives of the International Organizations and International Catholic Organizations, along with Experts, Members, and Consultants of the Pontifical Council for Pastoral Care of Migrants and Refugees, which is promoting and coordinating the Congress.

“Globalization has allowed us to reach extraordinary goals in various fields, however the unsatisfactory results cannot be hidden,” said Archbishop Veglio, President of the Pontifical Council of Pastoral Care for Migrants and Refugees, presenting the Congress to journalists. “Globalization has created a new labor market and, consequently, forced many to emigrate, also in order to flee from poverty, misery, natural catastrophes and local and international conflicts, as well as from political or religious persecution. This has opened markets to international intervention, but it has not torn down the walls of national boundaries to allow the free circulation of people, even with due respect for the sovereignty of States and their constitutional charters, safeguarding legality and security.” Archbishop Veglio highlighted the risk that today “the entire debate over globalization be relegated to a merely economic-financial sphere,” while for Christians “the challenge is how to promote and safeguard every human person, with preference for the most vulnerable, e.g. the migrants and refugees.” Thus, “the Church is close to migrants, especially to the victims of human trafficking, to refugees, to asylum seekers, and to the people who undergo the drama of human mobility. She is called to defend their cause in various contexts, also through collaboration in promoting adequate laws, at the local and international levels, that favor proper integration.”

For his part, Archbishop Marchetto outlined the programme of the forthcoming congress, which will begin at 8 a.m. on 9 November with Mass in the Vatican Basilica presided by Cardinal Secretary of State Tarcisio Bertone S.D.B. During the opening session the participants will be received in audience by the Holy Father, while the afternoon of the first day will be dedicated to the theme of population movements, both as cause and effect of globalization. The morning of 10 November will be devoted to the question of youth pastoral care among migrants and refugees, and co-operation with Churches of origin and arrival. The afternoon of 10 November and the morning of 11 November will be dedicated to the subject of dialogue and collaboration as they relate to the theme of the congress. Also on 11 November attention will turn to the questions of the "needs and challenges of ecumenical and inter-religious co-operation in the current situation of migrants and refugees (experience of the ecclesial movements)", and "co-operation between the Church and civil institutions for the wellbeing of migrants and refugees". The afternoon of the same day will see a round table discussion on "the pastoral care of migrants and refugees in prison and in detention camps".

The congress will come to a close on 12 November with the presentation of the final document, in its three traditional parts: event, conclusions, and recommendations. (SL) (Agenzia Fides 4/11/2009)
